This paper will discuss the implementation of a Land Information System by the Land Information Centre, Ministry of Municipal Affairs & Agriculture utilizing Geographic Information Systems (GIS). The Land Information Centre, called LIC for short, is an active user of GIS both with respect to the automation of data and accessing data from other agencies or organizations.

Established in October 1994, the LIC serves the information needs of the Planning Department and Lands Department. Besides implementing GIS, its mandate includes: Street naming, property addressing, the surveying of all land ownership parcels and the maintenance and organization of the Department's maps.

To deliver such a system critical steps must be outlined and performed before the development process of applications can be delivered. Further discussion will ensue elaborating on these seven steps as they represent the building blocks for comprehensive GIS implementation. They are:

1. Comprehensive User Needs Study
2. Data Dictionary Compilation
3. Data Appraisal
4. Data Acquisition
5. Data Entry
6. Quality Control
7. Application Development

At the Land Information Centre, a comprehensive User Needs Study was performed and specifications were built in accordance to the standards established by the National GIS Steering Committee to build the department's Data Dictionary. Consequently, elaborate quality control procedures were established for the data automation process. Data processing is executed with a client/server environment and is connected to the GISnet network linking other agency databases.

With the automation of spatial and non-spatial data the LIC has made a substantial impact in streamlining several aspects of the planning and building permit processes. As well, the life cycle of many processes have been met by the development of customized applications. In fact, GIS has grown to assist the management and even instigate certain beneficial processes within the departments. Therefore, the use of GIS has provided the ability to work from a common, continually updated map sheet, which has enhanced communication between LIC and all other agencies harnessing land information.

- Graduated from Qatar University in 1985 from College of Engineering - Civil engineering dep. - Public works.

- Started working in Ministry of Municipal Affairs and Agriculture just after graduation in July 1985 at the Planning Dep.

- In 1987 became the manager of the Street Naming Project outside Doha city.

- In May 1990 became the manager of the Electronic Place Finder project at the Centre for Geographic Information Systems.

- In August 1992 became the Head of Planning Information Centre which was a section in the Planning Dep.

- In October 1994 the Planning Information Centre merged with the General Survey Section to form the Land Information Centre.

- In 1995 became the Assistant Head of Land Information centre.

- In April 1997 became the Head of The Centre for Geographic Information Systems.
