Impact of Gulf War on Long-Term Physical Development Plan for Jordan

Background-
Jordan is one of the few countries in the world that is both a major exporter and importer of labor. The number of Jordanian labor in Gulf states is about 800 thousand, 65% of them in Saudi Arabia, 25% in Kuwait, 10% distributed in other Gulf states.During the Gulf crisis some of the Jordanian workers started to return back. Between 1990-1992 about 300 thousand (85% from Kuwait, 12% from Saudi Arabia and 3% from other Gulf states) returned back home.
The returning of these Jordanians had an affect on the physical development plan of Jordan, because of their demand on social and urban, economic and public services.
The government of Jordan started to face this problem of making a regional service plan for middle region (because 87% of the returning people lived in this region) by technical assistance from Municipality of Greater Amman.
Objective of the Study -
1. To formulate a master plan for land use and road network for the region with the target of year 2020.
2. To formulate regional development plan containing re-distribution of urban and rural areas and their inter relations.
3. To implement the middle region planning information system (MRIS) for:
-assistance in the preparation of the master plan for the middle region.
-preparation of the base maps for the master plan.
-production of the thematic maps.
-execution of special data analysis task.
-investigation of implementation impacts and possibilities of the master plan
-detailed analysis of certain locations within the project areas.
Summary of the study -
Middle region is considered as a central development region in Jordan, where 63% of the Jordanian population lives besides the job opportunities and wide variety of economic and social activities. The total area of this region is 16% of the total area of Jordan. The middle region contains 380 residential clusters (cities and villages) within main four governorate, the study is divided into four stages-
1.Collecting existing data which includes physical studies, social studies, land use, economic studies, Environmental studies and major project in the region.
2.Analytical study for the existing situation by using MRIS.
3.The result of the analysis contains the proposed masterplan land use and road network for the target 2020.
4.Implementation program for the masterplan of the middle region according to the national strategy.
Conclusion-
The paper focuses on the problem of physical development of middle region in Jordan because of the impact of Gulf war and the solution of this problem by making new masterplan land use to face the demands of the increased population.

Fairouz M. Masoud has done his BSc. in Architecture and Town-planning and MSc. in Regional Planning from Al-Azhar University, Egypt.
At present he is working as the Director of Planning Department, Greater Amman Municipality and is the Coordinator for comprehensive development plan for greater Amman. He has also worked as architect and consultant for Saudi Engineering group at Al Khobar, architect and town planner in town planning office in Dammam, Saudi Arabia and as Director of Planning division for Ministry of Municipalities and Rural Affairs in Jordan.
