Text Of The Paper

Within four years, Electricity of Lebanon (EDL) has established itself as a pioneer in embarking on the implementation of corporate GIS. EDL suffered greatly during the troubles in Lebanon, from the point of view of the networks, generation capacity, assets, human resources and revenues. Khatib & Alami (K&A), starting in Spring'93, developed a corporate solution named GISEL and has since completed the first phase of implementation.

This paper discusses the approach adopted in developing a corporate solution for a utility company, presents a review of some of the highlights of the initial implementation, and considers the works remaining to be completed, especially in light of a Value Engineering (VE) mid-term assessment.
