| Contents Page | Al-Khabar Home Page | CGIS Home Page | Under development for more than 2 years by the Ministry of Justice's Real Estate Registration Department (RERD), Qatar's Land Registration Information System already includes more than 40,000 owner names, 85,000 Al Sahifa Al Aqariya (owner's deeds), and almost 1,000 Record Sheets in its GIS. Having developed Arabic language extensions to ARC/INFO GIS, Infograph of Jordan is providing some valuable technical assistance to the RERD team.
As part of the project, a querying sub-system known as the Name Index has been developed. It provides non-diacritic sensitive name search capabilities. Intelligence has been built into the module that allows it to associate names that are not consistent in spelling. Frequent inconsistencies include the writing of LAM and ALEF with either one or two characters, the ALEF with or without the related hamza and whether it is in an upper or lower position, and the ALEF with the related madda and with or without its extenders. "Al" is a common preface to Qatari names and the system views, for example, Al Kuwari, AlKuwari, and Al-Kuwari as the same name. New incoming transactions are also processed through a computer-based validation system to filter out any anomalies. Comments Rainier L. Luistro, RERD's GIS Project Manager, "We are all very excited about the progress we have made so far in automating the land registration process and are particularly proud of the query and display tools we have developed to aid in our record searches." |
